“Towards 2025: Strategy and Action Plan to Prevent and Control Non-communicable Diseases in Hong Kong” Community Engagement Funding Scheme

At the monthly meeting of the District Council, the Department of Health introduced “Towards 2025: Hong Kong Non-communicable Disease Control Strategy and Action Plan" Community Engagement Funding Scheme. The District Councils are invited to participate in and co-ordinate the "Community Engagement Funding Scheme" of which up to $250,000 would be allocated to each District Council in 2019/20 for organising community health promotion activities aimed at prevention and control of non-communicable diseases in the district level.

In view of population ageing, changing risk profile in the population, social changes and globalisation, Hong Kong is facing an unprecedented threat from non-communicable diseases ("NCD"). Among the 45,883 cases of registered death in 2017, about 58% were attributed to the four major NCDs. There are increasing numbers of people suffering from four major NCD, namely cardiovascular diseases (including heart diseases and stroke), cancers, diabetes and chronic respiratory diseases, which lead to not only poor health, but also disability and premature death.

In response to the threat of NCDs, the Department of Health ("DH") announced the "Towards 2025: Strategy and Action Plan to Prevent and Control Non-communicable Diseases in Hong Kong" ("Strategy and Action Plan") in May this year, which set out overarching principles, approaches, strategic directions and a portfolio of actions.

DH is looking forward to gain the support from the 18 District Councils to promote community health promotion initiatives. This synergies create a sustainable and supportive environment, atmosphere, habit and culture, to promote community health. The "Community Engagement Scheme" would allocate $250,000 to District Council or its committees / working groups, “Healthy City” organization of the district, local community groups and / or non-governmental organizations (NGOs) to organize activities / events that are in line with the Strategy and Action Plan in 2019/20.

To provide in-depth information to “ Healthy City” organisations of the district, local community groups and/ or NGOs, four briefing sessions will be held by the Department of Health. Details are as follows:
